
At the invitation of Ohio Secretary of State Frank LaRose, Center for Election Confidence (CEC) Chief Policy Counsel Caleb Hays addressed the 2026 Ohio Secretary of State Conference, which gathered election officials from across the state in Columbus to discuss important election administration issues and developments.

On a panel moderated by Secretary LaRose, Hays, joined by U.S. Election Assistance Commission (EAC) Commissioner Ben Hovland, addressed the conference attendees on federal election law structure and developments. Hays’s comments focused on the importance of State primacy in election administration (with a limited option for a congressional fail-safe) and building voter confidence through transparency and outreach, as well as a look-ahead at pending U.S. Supreme Court cases.
