CEC Comments on Proposed NC List Maintenance Rules to Remove Non-Citizens
CEC submitted four comments urging the North Carolina State Board of Elections (NCSBE) to adopt several proposed rules adding a new chapter of Title 8 of the state Administrative Code relating to voter roll list maintenance on the basis of citizenship status.
CEC Offers Testimony for EAC Election Audit Standards Hearing
CEC submitted testimony for the record in advance of the EAC’s February 18, 2026, hearing on Election Audit Standards. The hearing will involve “discussions with election officials and audit professionals” concerning “how election audits can be used to boost public trust in elections”. EAC is gathering information on best practices for election audit standards as part of its clearinghouse responsibilities.
CEC Urges Virginia to Make Key Updates to Election Regulations
The Center for Election Confidence, Inc. (CEC) submitted nine regulatory comments urging key election integrity, transparency, and voter confidence reforms to the Virginia State Board of Elections (Board) in response to the periodic review of election regulations mandated by Va. Code Ann. §§ 2.2-4007.1 and -4017, 1 VAC 20-10-120, and (Virginia) Executive Order 19 (2022).
CEC Cited: When a postmark no longer tracks mailing
The Brookings Institute cited CEC’s recent long-form regulatory comment submitted to the USPS concerning the importance of maintaining the historic purpose and uses of the postmark in a recent article, “When a postmark no longer tracks mailing”.
As Brookings notes, despite concerns from “civil society groups”, including CEC, the USPS last week implemented a change to its Domestic Mail Manual that eschews centuries of postal practice to change how postmarks are applied and their significance for third parties, such as voters and election administrators, who rely on them.

CEC Urges the USPS to Continue Postmarking Ballots and Other Mail
The Center for Election Confidence (CEC) today submitted a comment to the U.S. Postal Service, urging the USPS to meet its public duty by continuing to postmark ballots and other mail, just as it has done for hundreds of years. CEC filed its comment in response to the USPS’s Proposed Rule, “Postmarks and Postal Possession” (90 F.R. 38716), which would see the USPS abdicate its duty to place postmarks on much of its processing volume, including ballots transmitted by mail.
CEC Urges EAC to Adopt Improvements to Anomaly Report Form
The Center for Election Confidence (CEC) filed a comment today with the U.S. Election Assistance Commission, urging the EAC to adopt improvements to its Anomaly Report Form to improve transparency and consistency with respect to the reporting of both anomalies and resolutions. CEC’s comment was submitted in response to the EAC’s Request for Public Comment, Voting System Manufacturer Registration, Application for Testing, Anomaly Reporting and Root Cause Analysis, Survey and Submission to OMB of Proposed Collection of Information (90 F.R. 34854).
